According to new research "Expertise is about 73% as effective as dodge rating for reducing incoming damage; in addition Expertise is about 69% as effective as dodge rating for reducing the number of incoming attacks that connect..." source

"...and Expertise is actually 2x-4x better than dodge at reducing spike damage intake from boss melee attacks, with the added benefit that it preferentially reduces the largest spikes, thus smoothing out our spike damage by reducing the maximum spike size" for a Paladin tank (all the way to the hard expertise cap) and I'm sure, using the same math, can be applied meaningfully to the other tanks as well. source

This seems like a worthwhile addition for any plate-tank. I'll be adding this to an expertise hard-cap set if I get the chance.

So in the current tier of raiding you need to be in a very specific progression point to be able to consider expertise a useful survival stat - you need to be struggling to get past northrend beasts (prefectly reasonable, they're pretty tough in ToGC25), and finding that a lot of tank deaths are on dreadscale/acidmaw or icehowl due to burst damage from melee. Otherwise saying it's a survivability stat is just an excuse for lazy threat!

Edit: And now bosses hit much more quickly, parry-hastening is much less important because the spike damage from each parry-hastened attack is lessened. Of course, the total average damage increase due to parries for any expertise value is almost the same, so for healer-stress it's still a valuable stat, it's just much less likely that a tank will be killed due to a parry-hastened attack.
