Turgid the Vile can be found within the large ruined hold in the Carrion Fields, northeast of Venomspite below Naxxramas.

The reanimated frost wyrms can be found around Wyrmrest Temple, to the north, fairly easy to locate.

Overseer Deathgaze is tricky to locate. Jintha'kalar is a troll area invaded by Scourge, just under the stairs to Zul'Drak, north of the Carrion Fields. The Overseer himself is in an area of the village furthest north, on the west side of the huge staircase, standing on a small raised Scourge-ish platform. You can throw the seed from the side of it, avoiding the mobs, then silence/interrupt him (or death grip if you're a DK) to make him come over.

Interesting Side Note Here. if you kill Turgid the Vile before you move on to the overseer, run outside, summon a griffon if you have the quest Flight of the Wintergarde Defender. Immediately fly north using the flight speed ability, you'll get 2/3 of the way there before the griffon drops you for leaving Wintergarde/Carrion Fields. much faster than riding :)

For the Frost Wyrm:
As a hunter, it was easy to track undead, then mount and run towards it in the opposite direction it is flying, as it is hard to get it in range. Hit it with an instant shot, then throw the seeds at it and viola!

If you pick up the quest Flight of the Winterguard Defender you can use the gryphon to fly directly to the ruins that Turgid the Vile is located in without having to fight thru the town to get to him. Easy in, easy out. :)

Belive me on this one guys i tried to use these seeds on other elites and it does not work so do not try them on wantedquests or wenever you want to kill some elite it does not work!

Now, fool. Blizzard makes many and I do mean MANY references to things. While there is a possibility that what you say is correct it is so outlandish that it's totally unbelievable. There are other things that they could be referencing, I could waste time Wiki'n and Google'n trying to find them all but I would only be downgraded because not one person would care.

One possible fact is that they are merely using the power of nature (which is exactly what this quest line is about) nature can create and destroy. Nature brings life to all living things, but when angered it can destroy everything in an instant.
Thus it has nothing to do with vaguely similar songs by some metal band. Which I am sure might or might not be a good band. Thats besides the point. What if (seeing how I don't know the band or the song) that song was created from the idea of the power of nature? Then both would be a reference to the same thing, would it not?

What rubbish! The seeds from the lasher weren't black for one thing. Secondly they aren't being used for vengeance they are being use to protect the land and it's people (or dragonkin). Lashed to the slave stick? Where are the slaves in this? The undead fools? No no... I am getting way out of hand here. Lashed To The Slave Stick only has a similarity in the word Lasher it's self. As He Creates So He Destroys? There is no "he" per say. And again it is only a minor similarity in the wording.

All this was just hopes. Now unless blizzard tells us for sure whether or not they did or didn't reference the band he mentioned we can all think what we want. I for one believe he is grasping at roots/straws as he falls down the hole of Failure.

It might a also be helpful tip that the Deathgaze, is on the left side of the stairs. Use the small space at the lfet side of the stairs, to locate the area. Then you can see the Deathgaze target in the near distance. Kill the surrounding mobs, then you can run up the small staris and kill him using the seeds. Hope this helps?

Now, if you're like me and can't afford to fly in Northrend due to its 1000g exclusivitey, do what i did to help with this and most other Dragonblight quests at the time.
With the quest On Ruby Wings, you obtain the ability to summon a Wyrmrest Vanquisher that can take you through all the sub-zones its able to. This helps greatly when trying to do the Reanimated Frost Wyrm part of this.
Instead of running under it, fly straight into one until you aggro it. Click Dismount (dont worry you get a parachute buff and will be safe). When you hit the ground, use the seed and proceed to kill it. Done and dusted.

P.S. This also reduces the risk of getting a gigantic bone monster taking a dump on you.

As of Patch 3.3, this quest like many others is bugged. Using the seeds on the specified targets will be received with an "Invalid Target" error.

Tugrid the Vile is in a destroyed castle rampart north of the Carrion Ramparts. He is in a chamber directly in front of you when you enter the barrack from it's entrance.

Deathgaze the Overseer is to the left of the colossal staircase in Jintha'Kalar. Before going to kill Deathgaze their is an Argent Crusade camp directly southwest called Light's Trust. An NPC gives you the quest; "The Cleansing of Jintha'kalar" which will be helpful since you are already in the area where there are Jintha'kalar scourge. So while on your way up to the Overseer you can complete the quest requirements of killing 15 scourge in the area without backtracking to complete the quests.

Someone trained me while I was fighting one of these guys and I died. Now I did not have enough seeds. How do I complete this quest? I tried to go get more seeds fromt the lashers with the quest still and also abandoned the quest and he only gave me one seed so again went to the lashers to see if i could gather more seeds. Seems if you screw up you cant complete? Any other ideas?

Always appreciate any help with these quests (except that from the Tards that post useless selfish crap). In any case this is what I found:
The Frost Worms at 68.08, 39.60
Turgid, is on the ground, inside the building at 86.05, 47.41 (not in Naxx, the building floating above).
Deathgaze I did find at 89.00, 19,00
And hey, be sure to use the seeds or you wont get squat for credit and you'll have to repeat the quest.

Since the Frost Wyrms are flying, you have to snag them in the air. Wait till they are close overhead and then fling the seed. It will hit and bring the Wyrm down so you can fight it.

Turgid The Vile can Be found Near Naxxramas, Inside the building located at 86,48 in one of the rooms.

Overseer Death gaze is on the left side of the steps leading up to ZulDrak, he's sitting on top of his Shrine at 89,19

The Frost Wyrms can be found near Wyrmcrest temple on the east side.

Lord Itharius at the top of Wyrmrest Temple has asked you to destroy a Weakened Reanimated Frost Wyrm, Weakened Turgid the Vile, and Weakened Overseer Deathgaze.

Description

Since we only have three seeds, we must put them to the best possible use.

Your targets are one of the reanimated frost wyrms circling to the north near Galakrond's Rest, Turgid the Vile in the ruined barracks at the Carrion Fields to the east, and Overseer Deathgaze at Jintha'kalar far to the northeast.

While the seeds would outright destroy one of the lesser Scourge, they will greatly weaken these three. Enough so, in fact, that you should be able to handle them on your own.
