For Marksmanship Hunters, this is an extremely valuable talent because it's one of the few options that they have in the way of mana conservation. As you're questing or going solo, the mana regen between fights reduces your downtime by a lot. When raiding, it allows you to quickly regenerate mana while using Rapid Fire with Aspect of the Viper active. To get the most out of it during long fights, simply hit Rapid Fire and spam Steady Shot and you will regain mana much quicker than without this talent.

This ability seems to be restoring 4% of my max mana every 2 seconds, I'm getting ticks of 430 or so with just over 10k mana.

This can proc off of planting flags in corpses and opening cages among other things. That being said, this is a great talent investment if you have spare points and would rather not take Improved Steady Shot or Wild Quiver, both of which are quite underpowered for their position.

As of 3.1, the tool tip restores 19% mana per 3 sec while under rapid fire, I can confirm this works, great for mana regen during boss fights. The tool tip also mentions it restores 17% mana every 2 sec for 6 sec after gaining rapid killing, although this seems to be a bug, as it still only restores 2% every 3 sec for 6 sec.

Right now Rapid Recuperation restores only 443 mana (11081 mana pool), that's not a lot imo and I still run oom after 2 minutes even after using Rapid Fire 2 times.

I also experienced the same problem. Yesterday it was working like a charm, I popped Rapid Fire, got my mana back to full, but i just tested it now and its restoring VERY little mana, and the tooltip says 25% mana every 3 seconds, whats going on? :( Im totally going to have to go back to Survival Spec now :(

is it worth it to spec sacrifice some points in Efficiency to get mana from the above combination?

my rough calculation shows that with 2 Rapid Fire back to back will last 30secs.
30/3 = 10. 10 x 4% mana = 40% mana back

if you have a good group/raid comp, aka a few sources or outside mana regen such as BoW or replenishment, you can do without this since only during rapid fire will you get a large mana recovery (though you may still get rapid killing off kill shots from trash)

prime leveling talent once you can reach it if you prefer to level as MM

Restores 20% of your total mana every time you use Rapid Fire, for those too lazy to do the math. Talented to reduce the cooldown and coupled with Readiness, that's 40% of your mana back every three minutes.

After having played around with it a bit, I can say that this is a phenomenal leveling talent if you combine it with at least one point in Rapid Killing. You'll regain 6% of your total mana every time you kill something, and can use Rapid Fire to restore 20% of your total mana every three minutes. Couple it with Readiness for 2x Rapid Fire and it's like having an Innervate on a three minute cooldown. The effect has no internal cooldown, although it does not stack (but will refresh the buff) if you kill multiple mobs within six seconds.

Since more mana means you can use your shots more, you'll be killing things faster, meaning more frequent mana returns from Rapid Killing, which in turn means more shots, and so on. The end result is much better than you'd expect.
