The description states, "Can be targeted by permanent enchantments intended for Weapons. Once absorbed, the scroll can be used by anyone to cast their enchantment."

Looks like enchanters finally have a way to sell their enchants on the AH and to trade enchants between characters on their account.

But with the "no level requirement", that's really only the low level enchants. I can't find any higher level ones yet.

There are 3 levels of Weapon Enchantments Parchments.

Level 1 which can be used with enchants without "requires level XX item",
Level 2 which can be used with enchants requiring items 1-35 level (pre-BC),
Level 3 which can be used with enchants requiring items 36-60 level.

If you're enchanter you target clean parchment instead of weapon item and enchant is stored on it for future use. You can sell it on AH but more important now you actually can enchant your other character's (on same account) items with it (e.g. BOP or quest rewards items)
