I know this might sound counter-intuitive to you, but poison application scales with spell hit.

I may be behind on the times, but I have never heard of this. Please either provide some empirical data or an article that does. In my mind poison application is different from poison hit chance. Note that the tooltip of Improved Poisons is (now) "increases chance to apply poisons by 15%". This is (to me) fundamentally different from Precision's tooltip which states "increases chance to hit with weapon and poison attacks by 5%". Increasing chance to hit essentially reduces the chance to miss. In my mind, not applying a poison is not the same as missing with it, since poison application is the analogue to a spell or attack, where the poison then has a chance to miss or be resisted. Applying this logic to hit rating, it would seem that the chance to apply poisons does not scale with hit rating, merely the chance to not miss when you do hit the magic tooltip % to apply the poison. If you have data to the contrary, please provide it.

And as for the Poison application rate, I counted on Slice and Dice and a talented Windfury Totem or Improved Icy Talons, a pair of 1.8 speed Daggers and Envenom's 25% increased poison application buff being up some of the time.
How often you'll use Envenom depends on your playstyle, but a Rupture/Envenom rotation is going to replace SnD/Rupture thanks to Cut to the Chase.
Even without the buff, I was conservative in my calculations and considered a 1 Instant poison application per sec. Since I took Deadly Brew, I would have both daggers coated with Instant Poison.

Using two 1.8 speed weapons with 56% combined haste from Slice and Dice and Improved Windfury Totem you get 1.8 / 1.56 = 1.15 speed weapons. That means that you have 2 / 1.15 = 1.73 attacks per second. You would then need a ~60% chance to apply poisons to get 1 Instant Poison application per second. This equates to a 45% base chance plus the Envenom buff being up 60% of the time (unlikely). And even granted 1 Instant Poison application per second, that is, according to your math, 1.2k dps with Instant Poison, and another 500 from Deadly which is 1.7k dps from poisons, or only 85% of what you said.

I would also like to add that with the current beta build, Improved Poisons and the Envenom buff were both nerfed to only 15% chance to apply poisons, making a 60% chance to apply Instant Poison impossible. Also, Infectious Poisons was removed.

If you don't have the attack power or Improved Poisons this will show the difference between the two.

Say you have a dagger with a 1.50 weapon speed which means 40 swings/min.

Instant Poison

20% of 40 swings = 8 procs/min. 8 * 300 damage = 2400 (4800 d-w)

Wound Poison

50% of 40 swings = 20 procs/min. 20 * 231 damage = 4620 (9240 d-w).

So obviously, wound will always be from 0% to almost 100% better without the attack power or Improved Poisons. Do note that for it to be 100% better (almost) that would mean you have 0 attack power. But since your stats such as attack power needed gains every level, it would definately be the best for leveling because you won't have an increased amount of attack power for that level. My guess with the normal amount of attack power when leveling for the damage of the instant poison would be about 50% more damage, meaning in the example above about 3600 damage up from 2400.

The tooltip on instant poison is wrong, it has a damage range of 300-400

If you got Improved Poison

(0.2+0.02*Imp.Poison)*(350+0.1*AP)=0.5*(231+0.04*AP)

105+0.02*AP + 0.002*AP*Imp.Poison=115.5+0.02*AP

0.002*AP*Imp.Poison=15.5

AP = 15.5 / (0.002*Imp.Poison)

Improved Poisons talent is buffed on 3.1.0 to increase chance of applying Deadly by 20% and Instant by 50% (5/5).

In Patch 3.1.0, Instant Poisons and Wound Poisons will proc based on the weapon speed, currently normalized to 1.4 weapon speed.

With that in mind, here are the 3.1.0 Instant Poison proc chances WITHOUT Improved Poisons:
